You do know that in order for windowed mode to work you have to enter or exit a game? Just saying because thats the only time that the screen resets itself..

thats not even for this thread.. and what that means is that your anti-virus blocked the file as a threat before it allowed you to open / view it.

turn off your AV and save the file to a different location.. do not reply to this message on this thread since this is not the correct thread for your question.
