Yes, I know that Scripthook is not out yet, and has to be updated to the current 1.28 version of the game.
What I would like to ask is: What is the average time it takes to release the Scripthook online bypass? I would like to know because I am an owner of money drops service and Steam updated my game automatically today to 1.28. So meanwhile, I am screwed and can not take any more requests (I put everyone on Hold).
So either (1)what is the average time it takes to release Scripthook online bypass or (2)is there any way downgrading from 1.28 to 1.27?

I think you can't downgrade because if you downgrade you can't go online because of the new vehicles etc.
