Also, Reported posts first go to the Minions and Moderators of the section - It is better to report once and wait for them rather than have dozens of people report a post and spam their in box. If a post is not deleted or moved quickly this is because the Moderator(s) are not online - You may want to consult a GMOD or higher in this case.

Yes you report the user in this case - They are posting outside links that are not approved by MPGH staff.

As the rules state;

"No outside download links/Videos with download links (6 Day Ban)**"
