My paypal got limited for trying to purchase something from 3G Phone so now i need to make my account a students one to use my 66.10 USD.
Can someone help me? i cannot create one in Chile.

Try again and tell them you emailed them and had no answer if this lasts like 5 days.

The paypal support is unfortunately quite bad via email, try to contact them via phone.
