Program?

Prob wrong section but...

Great friend of mine works in Telecommunications. He has a program that allows him to enter an IP and get a home address and lots of other information about the IP. He said I could easily buy it online. But its hard to find.

He will give me a Mountain Dew and some Doritos (cool ranch, its better) from my local gas station. if I can find the program. I dont have to buy it just find a place that sells it. Any leads? Anyone know the name of the program?

EDIT: Found the program, it gives you:

Full Name
Home Address
Phone Number
House Value
House Rent or Buy
OS

All from JUST your IP

As far as I know this is impossible, it can only be requested by the business that has the right for this, police etc.
If you have an IP you can use this program: http://www.infobyip.com/ but more information you probably won't get.

He's prob just talking about those programs with which you can see what ports are openned and what OS someone is using with their IP, but I don't remember what they are called.

I have no idea. He just told me he can enter an IP and get their address, full name, and more info. Prob trollin me.
