So my laptop broke sadly and my mom gave me her computer, the only problem is that it's outdated and has a Raedon ATI HD 4200

What i use to update my drivers is Advanced SystemCare 8, you should try it out it is free also.

I had that on my desktop but i removed it somehow, try clicking the + sign on the right.
Does it show up when you have your game open or a program open? cause if it doesn't then you shouldn't worry about it.
btw go to Toolbox and use the Driver Booster to update the drivers.

it barely makes difference, like 2-5 fps difference. ( at least for me it i dont see much fps change )

That is problem with your internet, try using a VPN and retry updating.
Same error you had which another person reported: http://forums****bit.com/forum/advanced-systemcare/asc-general-discussions/asc-discussions/206995-failed-to-get-updates

Update drivers(Google is your friend) and play with low settings.
If it still lags get some money and repair your pc.

Always good to reduce the graphics, shadows etc. All that stuff usually makes you have lower fps
