Yes. You get the cards via email within 10 minutes and you can use them on the website or in stores.

Walmart eGift Cards can be used at:
Walmart.com
Samsclub.com*
Any Walmart store

You must have a copy of your eGift Card email to use in a Walmart or Sam’s Club* store during checkout.
To use at a Walmart Gas Station: print the eGift Card and trade it in for a plastic gift card at any Walmart Store.
*If you are not a Sam's Club member, you may shop at a Sam's Club store or Samsclub.com, but a 10% service fee will apply.

This is the same thing that happened to Starbucks, no one got in trouble for using the accounts and the people who lost their balance got gift cards as compensation. You can use these just fine and to be safe, you can create a new walmart account for more gift cards.

Ok guys, the orders for Walmart are bigger than I thought. I've done a $100 order and a $200 order (still in progress).
I'm just starting, so it might take a while till I get to yours.

I can't take bigger orders than $200 - also, keep in mind that when you order $200, I can't always get high denominations.
You have to let me know if you are OK with me sending $10, $15 gift cards to complete the $200 order.

$200 orders usually take 24 hours to complete, less if I have time.

Edit: As for Paypal, I will be accepting Paypal payments from Monday next week. Only trusted members though!
