I'm looking for a good GPU that can run GTA V on max settings. My budget is $200. Is that enough?

If the graphic cards mentioned above are too expensive, I suggest searching them on eBay as they will be having the same performance for 50% of the price. I got my r280x for 120€ instead of 250.

Highly doubt it.
I think the NVIDIA GTX 960 would be the best option for you.
Agreed for the 960, or try AMD there a bit cheaper.
