i have got ban in some server if i download new windows 7 and later download new copy of csgo my steam user id is different?

Wrong Section and you need to create a new steam account.

No , you must create new steam and buy a new csgo , you can get new csgo copy for 6$ in my shop

i dont use steam for play..

how can you not use steam, and have a steam ID?

Just buy a new Steam account, buy CS: GO on it, Play.

Nothing will change your steam ID
