Can you get a particular perk without buying the DLC?

I want to try out Hex Ruin but you can only get it if you purchase the DLC or wait for it to become available in the Shrine. Is there a way to hack it using CE?

Steamcrack or greenluma

steamcrack is a great program but the keylogger is the worst part about it, i'd use greenluma but there's a RAT that is installed automatically that gets injected into the steam service (check msconfig).

im planning on buying the DLC because i hate having to delete the viruses i keep getting from them!

nah ive done some intensive research after asking u awhile ago; if u do a virus scan u can find out it has a worm and keylogger and it basically uses the steamcrack update to download viruses via *******. Nicolo intentionally scanned a different steamcrack.exe (which only had 1 virus result on virustotal) in order to fool us but it didn't fool me.
