manual modding

Hi all...could someone explain me how to make manual modding??
i mean that u can decide the fire rate, recoil and make no reload...
i can make mods with weapons of other games, and normal crossmodding...
i would like to reach that step

I know how to make noreload and rapid fire.
start hacking to get these.
Im not going to release how to make Rapid Fire and No Reload.
Some modders maybe know. d-:

you don’t need WinHex (whatever the fuck that is), just download HxD Hex Editor because im not suppose to use external links

download.com is an official, trusted source for downloads. it would be like linking to the combat arms install file on Nexon.net.

yes i use HxD....
however i realised only how to do no reload...
i still don't know how to change fire rate
