REAL COMPUTER HACKING

hey, so i found this site, IP Catcher , that lets you create a link that goes to any site (google, facebook, etc) and anyone that goes there gets ther ip address traced and you can retrieve it. but i want to know how to use the ip address to access their computer or shut it down anything i can do w it. please tell me

u can even google the site its safe.
and the link itself is not whats harmful its what the person does w ur ip address
