Reformatting.

I have been having problems with my laptop speed and browsing speed lately,that's why I haven't been so active.I could barely post this topic,took me 5 minutes.So I'm going to reformat my laptop and incase it takes longer then I thought like last time(2 days) I might be inactive for 2-3 days.If it still doesn't solve it I will have to buy a new laptop which would mean more inactivity.

Cleaning up your drives using "Disk Clean Up"?
Defragmenting your hard drives?
Cleaning up unnessacary files?
Removing useless junk?
Clearing your trash bin?

If you have done all these; then try reformatting >.<

Have you gone over the fair usage policy bullshit?
Have you got to many processes running?

Are you constantly installing and un installing programs? if so clean your reg edit.

Ok I hope someone can explain this to me.
I went on my Administrator account(right now) and everything runs PERFECT.
First I tried with Google chrome,it works perfect,now I'm on mozilla,works perfect.Hell,even IE works faster then google chrome on my other account.
And yes I reformatted.I made a new account and that one still goes slow as fuck.
