Quick question

Hey I was wondering, I have a friend that plays on Ca EU and I was wondering what ways can he use to come play on CA NA? He says that he has tried many different ways but says the IPS are banned or something. Please help I want to play with him

You can use Hotspot shield or any other proxies, but if the proxies are banned. I don't think he can play CA NA.

Those IP's are blocked from coming into the site.
NA= North American.
