I'm talking about programming a DLL in .NET, and being able to inject it into any program, even native, and have it run, as well as easy hooks, memory editing and visual (DirectX + OpenGL) frameworks made available to the DLL.

There are many wrappers available, but cbf to make hacks. Not really interested in game hacking. I iz working as a hacker for wikileaks. :P

Yes you can do it. Visual basics is capable of doing everything that c++ and other shit can do. Many don't believe it is possible but i have been messing around with it for a loooooong time. Yes a dll can be made that will work. If need be i can dig up my old VB 2008 Source if any one is in need.

Uhh, no.. Not really... .NET DLLs won't have a DllMain function, and thus, will not be able to execute code unless it is called. Also, .NET DLLs must have the CLR environment initialized, otherwise, they will again fail to function. Lastly, you can't use pointers with Visual Basic.

Pointers are completely supported in VB.NET by Marshaling, GCHandle and IntPtr.
