computer reinstall help?

Alrite i need to reinstall my one pc bc my little brother curropted the start files ,but after it all installs and is "finishing installation" when it finishes just black screens with a cursor i need this to work plzz help!

If you got your PC from Dell
Restart > F8 > Restore to Factory Settings

hes 2 and he likes to press the start button and he spammed it on and off b4 it could load soz
