Can i use eclipse C++ to make ca hacks??
Eclipse is an IDE which supports Java. So no, you can't use a Java environment to create things in C++.

Yeah you should be able to use Eclipse C++ for hacks. If you want to use Java, look into the Java Native Interface, give you access to windows API calls
As long as you can access and edit memory you can use that language to hack a game.
