I assume it's just an IDE geared towards C/C++ developers, and is specifically for Eclipse. Eclipse is used by Java programmers, and does not support C/C++ (Unless you have the required plugins). You can however make a CA hack with Java, hence using Eclipse if you want. (I'm talking about Eclipse Classic here btw)

Yeah you should be able to use Eclipse C++ for hacks. If you want to use Java, look into the Java Native Interface, give you access to windows API calls
As long as you can access and edit memory you can use that language to hack a game.
