Google is your friend. Try searching using keywords such as "Visual Basic Crack" and if you truly want the 2008 version, feel free to add that in there as well. I'm almost certain the first few results will be what you are looking for.
I'm pretty sure "Express" is the free version. ?
If it's not available on the M$ site (at the cost of free), apparently they want to phase it out : find a mirror.
Or, download the free version which has 99.999% of the features of the "Ultimate Version" -maybe not specific features like "group source control" or something 'extra' : when you press compile (play button), the executable program that each produces is essentially the same.

?? why not use a more current version becaue I found out that most codes don't work in VB2008 anymnore so I had to download VB2010 and it worked!
I thought it was my codding but turned out just needed a newer version! xD

The IDE doesn't matter, the Code does. Some code will only work on .Net 4.0+, while some won't work on .NET 3.0+, etc.
