My current setup sucks and I need some advice!

Mutagen will get you kicked out of rooms most of the time.

You don't HAVE to activate mutagen as a mutant.
My setup is the aviators cap, patriot mask (AUS), recon vest, and terrain backpack.

Don't buy a [insertcountryname] mask; it slightly increases the hitbox of the head. I'm just nitpicking here, but I prefer a prankster bandanna.

some times I get kicked when I kept asking for rules.
When room says no muta I never use and I hardly get kick.
Well , I use
Cyclops +7
Anti flash goggles +3
Recon vest +15
Modular backpack -5 speed
Adds up to 20 speed , decent. Although if you use utility , clan or terrain , it's about 22 speed. So i'd say go for the 3 slot backpacks so you have as much speed as you can get

When I Free Run, I use :
Cyclops bandana
Prankster bandana
Recon vest
Modular Backpack (for kills)
or + 1 backpack (for little kills)

Non-spec basically just buy the biggest backpack you can and fill it with double mines, rpg, law, and nades.

Nigga what're you saying , cyclops+Us mask + recon= 25 speed. It's not even possible to get 28% speed LOL.
+mutagen speed ( 3%)=28 
I free run so i use 20% speed with modlular backpack full or nades and mine. lol
