I'm pretty sure you can vouch for people. There's no official term for vouching, so he can say whatever he wants. Another more common way of vouching for people it to rep +.

Hmm, I'm not really interested in SE'ing anyone, but I'd like a vouch copy so that I can review how practical and reasonable the many SE methods are. Also for curiosity's sake. :P
