oh men if you dont know anythink about it its just a waste of time..its too hard to make your ''own'' ''CA'' private server ... so dont waste your time.. but we have a lot of good coders designers etc here and your idea is very cool! 
There was a private server, I think it was called CAPS. Dunno what happened. I believe @matypatty took part in it 
There was one in progress that @supercarz1991 was working on, I have no idea what happened to it, or if it ever got finished.
Illegal and non-existent for the most part.
