My brother is a YouTube whore and he chews up all the data in about 8 days, Is there anyway to limit his speed?

If you have access to administrator privileges on his computer, you can install software such as NetLimiter to set download/upload transfer rate limits for applications and/or his connection and monitor his internet traffic.
