About a year ago, I had been ticketed for skateboarding without a helmet in a city nearby in Texas, US. AFter hating on me for skating in the first place, was it a reasonable 98$ ticket?

Texas has no state laws requiring helmets. However, different municipalities may have their own rules, but upon further research, most of them only require a helmet for riders below 16 or 17, and sometimes 18.
Wear your helmet kids.
