Yes, you can buy it. It'll still cost a lot, but you can buy it without having to mess with Tunables.

Once you choose it, goto Southern San Andreas autos and about half way down the page on the left you'll find it.

Okay thanking you, yes I never using such silly optioning anyway. Most cheating I use not given me that extra advantageous over other player, and never be the ban.
