[Question] How do I get quality this low?

I hope I posted the image right...

I saw this picture and I just was wondering what I need to do to get the textures or whatever that low to reduce lag, I also heard it allows you to see enemies better since there isn't so much scenery junk.

Reomove all the Texture file.

Combat Arms
Right Click
Open File Location
Game
Remove all the files that start with TEXT
