Custom

Hi, I need a custom plugin for my MC City Roleplay server.
I wish to make this as realistic as possible, and some good few great plugins with items and custom textures would be great!

Well, First off, the stuff im talking about are like, Handcuffs, and Pepperspray, and Tasers, and that stuff.

Taser:
A taser would immobolise, like stick them to the ground, like slowlness 100, would give them nausea, deal the same damage as a damage 2 potion, and would stop them interacting with any objects around them. Maybe they could have complete blindness going on and off in matter of half seconds, to simulate flashing vision. Range of about 10 blocks

Pepperspray: Would have a range of about 7 blocks, would give them complete black blindness and slowness 3.

Handcuffs: Would imeediatly stop them interacting with anything, would give them slowness 2, and would (iff possible) Cause them to involentry strafe. Activated by right clicking a player.

All of these items would be cool not to be potions, but an item activated by right clicking. COuld they have custom textures? Like the taser to loook like a taser, and so on?
