Do you have all your drivers up-to-date? Newest version of DirectX? Have you looked at your temps? There could be quite a few things. Also, check your settings make sure you're not overclocking if your computer can't handle it.
Doesn't seem to be a problem with the compatibility, could be temps, change your thermal paste, download gpu-z. The GPU/CPU itself could be damaged or something.
update drivers and scan for viruses or maybe you mis-aligned some sexy components
I think its the PSU, if the PSU is not giving up good power to the Graphics card or the CPU then the PC has stuttering. I had this problem in the past, fixed it by getting a high end PSU Anyways, my opinion would be to go to a technician and ask him.
Are you sure your connecting to your video card and not your motherboards on board graphics? It is something I have seen a few times that have these results.

You cant do that lol, Video is only output through the dGPU if you have one
Try updating your drivers mate.According to the build info you have given you should be able to run games these games without any problem at all.
I'd try updating your drivers, maybe check event viewer to see if anything is throwing errors there.
