Not 100% sure as I still have to experiment a bit more but I believe they've updated their policies and stopped handing out refunds, but it may just be a new wave of reps.

Nah, it's not even that they updated their policies and because of that they just banned my personal accounts that I was using (with VPN's as well) I'd assume they've checked recent refunds and put those accounts on lockdown for suspicious activity. They have updated their policies because after going through 5 reps they all said the same thing.
