Help detecting mods

Hi, I'm kinda desperate here asking for your help. Every weekend I play with a community of 30+ people, where we have a great time im gta online. We have a few trusted modders who spawn cars and prepare for events, but then there are also those who mess us up. And by that I mean they give us all weapons, pop our tires, mess up our handling and spawn planes on top of everyone. Is there any trainer that allows me to "detect" who has mods installed? and if not, is it possible to make one? I'd gladly pay for it if necceccary.

If we can't find something like this, the admins are going to have to make trusted lobbies, where only the 100% trusted players get to join us. Which means that all the new people will be kicked out, just because of this modder who keeps ruining it for us. I'm lucky enough to be one of those trusted, but i feel bad for all those who arent. So if there is anything I could do about it, I'd do it
