This Thread will be of more use to you. Otherwise, if you have bad pings or a shared internet connection, this is just what you need.
Description
CFosSpeed is software that does what decent NICs or routers should do: Prioritizing packets to help deliver more constant performance. If you have family, roommates, or other applications that hog up network resources, this will help you out a lot. If you install this on all of the computers on your network, you can finally surf and game while fairly distributing resources to the things that need it. You can prioritize for Bandwidth for browsing and downloading, or Ping when you need to game. You can also set up custom prioritization for specific programs and applications.
IMPORTANT: You must add Engine.exe to the Programs in order for it to get special treatment.
To shape for Ping, right click the icon

dow > Favor Ping
To revert back to Bandwidth, do the same.
This program does have a small bit of overhead when torrenting due to the mass number of connections, but any dual-core processor that isn't an Atom should be fine.
To close/open the status window, double click the icon in the status bar.
To keep it from showing on start-up, right click: window settings: NIC: uncheck Auto-open Auto-hide
