@ReySharlLel Matthew is right, IP Bans mean all accounts that logged in to your IP last are banned.

You're wrong, because you've never been IP banned. The only thing DECA has done is ban every account that logged in to an IP, not ban the IP itself. When you truly get IP banned, the only response from the server you ever get is "Opps".
