For paypal i believe you can just sign up and you have an option to load money into your account via bank , paypal load card , debit/credit card. For receiving money i believe you need to have a bank or card linked to your account

i havent used paypal in a while but im pretty sure they want you to go through the 100% steps like verifying your account , putting your bank or card on there, etc.

you don't need to be fully verified to receive money. however for goods and services money u will need some time to receive it. 2 weeks time

nah bro, as soon as that account is created you can send/ receive money.

You need only link bank if you want to withdraw.

You don't need to be verified but if you are not verified there are limits to how much you can send/recieve.

You can add a vcc and a vbc on it depending which country you are from.
