I mean usually I would say Paint.NET since it's free and easy to understand for beginners but since you don't like it there is not many alternatives. For drawing I'd suggest Artrage (50€), Paintstorm (19$, it's extremely good but slow on older PCs), Gimp or Paint Tool Sai. Generally, Adobe Photoshop is good for drawing as well, although it misses some of the features that other programs have (a good pen stabilizer, mirroring etc.). For what you described Photoshop is more than enough, though and it'll be easier for you to get into other Adobe programs like Illustrator for creating logos for example since they use the same hotkeys and have a very similar interface.
