is there a way to use krelay on legit client?

You need to be able to connect to the "Proxy" Server in RotMG to have K-Relay working, and i only think non-legit clients is able to do that.
Technically no, but you could find the old O-Rape builder and de-select every hack except 'connect to proxy server', which will be as close as you can get.

Which isn't too easy, but you can take the source from orape since there is a file that shows the changes it makes in the code.
