is the problem a router? I have a 2wire router, I think if I get a better router, I'd actually get higher speeds?

False, your router does play some role in getting a better speeds, with not upgraded router you don't really have nothing to play with, how would I know? Well to answer that question for you, then mines was upgraded from old one to a new one, and then they asked would you like to have better speeds, we said yeah, I used to be at 5 down 1 up, now I'm at 20 down and 10 up.
OP; No, its not problem with wires or anything, your place might not have an upgrade available to get better speeds, however an upgraded router would help you out a little bit, which it did for me, so you could try.. And no, you really can't pay it by yourself if you're under age of 18, since you have no income.
Also, I would encourage you to contact your ISP to find out more, because they can be more helpful on what you want than we ever could be, and I definitely agree with @Wyo and the one person, you could have been better off doing a Google research than ask this question from us, and next time, you have a question, don't use a cancerous font size and font color, nobody will help you out that way.

Nice meme. Try getting 400Mbps on a router with 100 Mbit ports.
You're below 18, you're not legally allowed to sign any contracts on a monthly basis (IIRC)
But check out broadband deals and evaluation websites, they may help.
