How do I put permission on my server?

Answer:
Go inside Command.cs (if you use fsod) and find something similar to this:
Client.Account.Rank == 3
return 3
just copy+paste that a couple of times and change the numbers. If you want to admin yourself in the server head over to the heidisql, accounts and the rank and change it to 3.
