Can I Refund This?

So I'm wondering if I can refund an iPhone 7 from eBay.

Now don't start hating at me. Because it is not an individual. Its like a company/shop.
But still go ahead and hate all you want.

So it will be a $650-700 USD order Payed via PP.

Wondering if it is possible to refund, how will I refund it? (What will I say to seller?)

Leaking Battery, Missing Phone, Not Delivered? etc...

Is it a small company/shop? Because those are still small business owners which is pretty much the same as an individual.

Now if it's a big business, then sure you're welcome to try. I think missing phone or perhaps something else was delivered (bag of rocks) instead. Not delivered can be immediately disputed with a tracking number and/or signature, and with an item of that value, it will likely have both of those required. Depending on how big the company is, they may take investigations very far.

I think I would say the package looked damaged and the phone was missing?
The phone is shipping from USA to me with the eBay global shipping program. So maybe then I could blame the shipping program or something?

Amazon are a multi billion, tax dodging company. I'm not saying Amazon deserve to be ripped off, but the effects on profits are negligible.

Unless you plan on ripping of a large well known business on eBay, please don't do it.

Even if you consider the business to be "Big" if it's not a well known one, then chances are it's run by 1 or 2 people and if everyone starts hitting them with refunds then that's going to genuinely effect profits and the livelihood of the owners.

If you're looking to refund an iphone you should do it off apple.com instead of ebay. (Unless you've refunded off apple once)
