MSVCP140.dll is missing from your computer

Hey, my friend wants to edit a cheat, but when he opens a file in C++, it says the error in the title.
He tried everything - reinstalling Microsoft Visuals 2015, tried to install MSVCP140.dll manually, and nothing works.
Can someone help?
(It only says that error when he opens a file, he can change settings in Microsoft Visuals 2015).
