Paypal Problem Sending Money

I am trying to make purchases on my paypal but it keeps saying "CANNOT SEND MONEY AT THE MOMENT" etc
I linked a card and I have money in my balance I used my phone that I used on a different account, but somebody said don't do that so I changed the phone and it still does not work cleared cache nothing waited 3 days nothing called support nothing does anybody got tips

Its because of your location. Also, if you try and send money to perhaps someone else instead from the same country as ur IP your using from then itll work probably. The problem could also lie with the amount of money you're trying to send

Perhaps you logged in with VPN (different country)
