If I don't have Hag DLC and I use s save file that contains her perks for other killers. is it risky?

It's not bannable at all, that's saying you basically got the perks from the shrine and haven't got the DLC's
. I'd just recommend you turn off Steam Cloud and maybe try and use Steam Crack to get the DLC's.
