I know this sounds stupid but can i put any random junk code generator code inside of this to make it undetected and as safe as can be with these things? I'm completely new at this and I'm just trying to learn.

Why not re-write or choose a new source to base your cheat off, otherwise remove/add features. junk code is useless, unless you know how to optimize it well enough.

//edit: i also assume that this source is outdated, considering that it is veeeeeery old be sure to update offsets. 2017 offsets != 3/8/2018 offsets

I do everything properly but dll is not active what is the problem ?

if you have done everything correctly then you wouldn't have a problem, csgo uses client_panorama.dll instead of client.dll and have you replaced offsets, such as local player offsets and many more?
