How easy can hacks be detected?
Like I've seen hacks that haven't been detected for a year or two, but then I see hacks that get detected after 24 hours. Is it just the coding or does Valve like decide to detect them by how good they are?

Cheats get usually detected around 1200 downloads (from my experience).
If you don't share the file it won't get detected.
If it's a paste it can be detected even after 1h ( or maybe has never been undetected

It's usually about how good you code it to be honest. If you actually spend time on a hack you will get a better results. I know people still using private made hacks from a year ago.
