(HELP) MODDING

Hello ! so i was learning how to mod and then i went to photo shop it zomg i have no photo shop (fail) so i was reading some ones replays to a post and he said use panit.net and when i try it says (C:\Nexon\Combat Arms\Game\GUNS_T_PV_MELEE\PV_m9 is not a not a valid win32 app ) i have a win XP can some one please help thanks u guys a legends
