Refunder lied about his TOS?

So I was using a service of someone on this site and he looked reputable. And on his TOS it said "If we fail the refund, we will refund you the full amount." So he failed and he said return the item. But i saw on his tos and i asked him about this. and in which he replied with "The refund is of the 7% or 5% if you've paid upfront". Which is hella fucked. Is there anything else I can do?

If you don't wanna pay full price, return it. The guy fucked up and gave you your money back that you paid him. Now you have to return the product you bought to get the rest of your money back. You're basically asking for free money at this point.

It would be not realistic for him to pay it all. You just get back what you paid him

if that would be the case for any refunder then noone would offer it for those low rates

just return the item in the store and youll get the money back

I'm sure he was scammer

But in this case, there's nothing to talk about, everything is legit
