Target cracking down?

I was trying to do a refund with Target and I already had experience doing Target to different addresses so this was a completley new detials.

I got transferred to a specialist and thats usually who who instantly process the refund.

This time, the person said they "for some reason it isn't allowing me to process the refund" so the rep said to look out for an email because their research team were going to email me in a few days.

This never happened to me before and all the details were new. Have you guys experienced this?

its normal if your precious order linked to new one. I had same problem with target 3-4 months ago.
