where are those settings ??

GstInput.MouseRawInput 1
GstInput.MouseSensitivity 0.020000
GstInput.MouseSensitivityVehicle 0.300000

Default BF4 settings path is:
\Documents\Battlefield 4\settings

You can use notepad to open and edit them
- just make sure that your game is turned off
