This seems to be a largely static website, have you looked at solutions like *********? Their theme system is fairly flexible, you might be able to get what you want for free that way.

I personally work with word press. Have you looked into that? It's quite straight forward and you can manage it - change images, update content ext. without in-depth programming knowledge. You just need someone to setup a nice theme for you (i can help ) )
