Yeah that's true, one punch man doesn't always showcase the extent evil actually damages the world and its populace in a serious tone. He may have saved the kid in the shed but in his quest of destroying the hero association he inadvertently caused more damage to the people due to the lack of heroes that otherwise would have been present in their respective zones.
