Use a Combat Arms Cleaner, I suggest you Bombsaway707 cleaner and try again. If still not working, try reinstalling the game.

just re-start CA and it might work sometimes too
( took me 3 times even though i've never hacked or modded )

Did you read Spacemans thread on it?
For me, it was my internet connection. I switched networks and the problem went away.
